From Jacob Villagomez, Director of Governmental Affairs
CCM staff and the board continue to advance a strategic government affairs program to ensure citrus growers have a strong voice at both the state and federal levels. Our focus remains centered on the top issues affecting the industry, including trade, water, labor, and pest and disease, while maintaining consistent engagement with policymakers, regulators, and their staff.
We maintain an active presence in both Sacramento and Washington, D.C., with regular visits, annual advocacy trips, and direct engagement opportunities for policymakers. From hosting tours in California to participating in key events like the annual Taste of Sunshine event in D.C., we are ensuring decision-makers better understand the challenges facing citrus growers.
Recently, we successfully engaged on key legislation impacting the industry, including pesticide regulations, food policy, and orchard management, while helping stop harmful proposals such as algorithmic pricing measures. Our advocacy is further strengthened through partnerships with key coalitions and organizations, including the Specialty Crop Farm Bill Alliance, National Citrus Council, and other agriculture-focused groups. These collaborations amplify our voice on issues that extend beyond citrus but significantly impact our industry.
CCM is actively working on several critical issues:
- Addressing Argentine lemon imports and trade imbalances
- Advocating for restoration of export markets (China, Canada)
- Securing $7 million in citrus breeding funding at the Parlier ARS
- Pushing for increased specialty crop economic support
- Monitoring and analyzing 1,800–2,000 legislative bills in California
- Ensuring new pest management tools are available through DPR
- Advancing legal efforts related to SB 343/SB 54 (packaging/recycling bill)
As we move forward, CCM is preparing for several major developments that will shape the future of the citrus industry:
- Upcoming midterm elections
- Continued uncertainty around trade, tariffs, and global conflicts
- Transition to California’s next Governor and its policy implications
We remain committed to ensuring citrus growers are represented, protected, and positioned for long-term success. If you have questions, please don’t hesitate to contact me at jacob@cacitrusmutual.com.
