Water Blueprint for the San Joaquin Valley Takes Bold Steps to Address California’s Water Crisis

Earlier this week, the Water Blueprint for the San Joaquin Valley—a coalition of farmers, water agencies, businesses, and community leaders—announced they have taken decisive steps urging federal and state action to address California’s deepening water crisis. In support of President Trump’s Executive Order 14181, the coalition sent letters on June 18, 2025, to President Trump, Interior Secretary Doug Burgum, and Governor Gavin Newsom, calling for aggressive implementation of reforms to restore water supply reliability.

The Blueprint advocates for a shared goal of increasing California’s water supply by 9 million acre-feet per year by 2040 through regulatory reform, infrastructure improvements, and improved state-federal coordination. A detailed memorandum outlines four key federal priorities: modernizing CVP and SWP operations, removing unnecessary regulatory barriers, expediting project permitting, and ensuring effective interagency leadership and staffing.

These actions are seen as critical for protecting the San Joaquin Valley’s agricultural economy and rural communities from the impacts of chronic water shortages. The Blueprint’s plan aims to deliver both immediate and long-term solutions that will sustain California’s most productive farming region and support statewide water resilience.
