Updates to HLB Bulk Citrus Requirements

Recently, the Citrus Pest and Disease Prevention Division (CPDPD) updated the requirements for moving bulk citrus fruit from an Asian citrus psyllid (ACP) quarantine zone to a packer/processor in a huanglongbing (HLB) quarantine area. Where one mitigation was previously required, citrus fruit may now be moved from any ACP quarantine zone to an HLB quarantine area for packing or processing without mitigation. Examples of mitigations include a preharvest treatment or field cleaning.

Below are examples of movement now allowed without mitigation:

  • Tulare County to HLB in Riverside County
  • Imperial County to HLB in Ventura County
  • Kern County to HLB in San Diego County.

CPDPD has updated their information sheet for citrus growers and grove managers to reflect these changes.

Please note that all fruit must still be safeguarded in transit to comply with bulk citrus ACP/HLB quarantine and all other quarantine requirements, such as fruit fly.
