AgriPulse reports that AB 2639 (Quirk) has generated debate in the California State Legislature. The bill by Hayward Assemblymember Bill Quirk would provide the State Water Resources Control Board (SWRCB) a deadline to update the Bay-Delta Water Quality Plan by January 2024. In a recent Legislative Analyst’s Office (LAO) report, the report called for acceleration of the plans in order to protect ecosystems in Sacramento-San Joaquin Bay-Delta watershed. Both the bill and LAO report have provided Central Valley water managers more frustrations besides an intensifying drought and struggles with Sustainable Groundwater Management Act (SGMA) implementations.
